A political future for protected areas

The World Parks Congress has been organized by IUCN every decade since . The first two Congresses were held in the USA (Seattle, ; Yellowstone and Grand Teton National Parks, ), with the next three in developing countries (Bali, Indonesia, ; Caracas, Venezuela, ; Durban, South Africa, ). (Full disclosure: I was Deputy Secretary-General at Bali and Secretary-General at Caracas). Sydney, Australia, hosted the sixth Congress on – November , welcoming over , participants from countries. The purpose of the Congresses, broadly speaking, is to review progress in protected areas over the previous decade, assess the current state of protected areas, and chart a course for the coming decade.

Papua New Guinea is a high biodiversity country in both the terrestrial and marine environments. Many new species of many different genera of plants and animals are still being 'uncovered' through ongoing and concentrated efforts by various researchers and institutions, incrementally filling in the gaps of our knowledge. Areas that were blank on the Conservation Needs Assessment map of 1994 have been filled in over the last 20 years, although many areas are yet to be surveyed.

I n 2016–2017 the Government of Papua New Guinea (PNG), through its Conservation and Environmental Protection Authority (CEPA) and with the support of the United Nations Development Program (UNDP), organised for an evaluation of its protected areas, as part of the process to improve management effectiveness. The scope of work for this project included: Conduct a literature review of protected areas in PNG and methodologies used to evaluate protected areas; Design and test an evaluation tool to be employed in PNG; Undertake field work to assess PNG’s formally gazetted protected areas; and Analyse the data and compile reports (i.e. overall report and assessment data for each protected area).

Nauru’s Biodiversity Strategy and Action Plan is an integral component of its National Environment and Development Management Strategies—its response to its own, Nauru Vision for the Future and to the world wide call from the Earth Summit of 1992 for nations to re-examine their developments and make changes that are necessary to turn the tide of environmental degradation and ensure sustainability in human development. The Strategy outlines the state of Nauru’s biological resources and actions to control their degradation and achieve sustainable development. It is Nauru’s foremost expression of commitment to the Convention on Biological Diversity which it ratified in 1992. This NBSAP was formulated through a multi-sectoral consultative process involving representatives of various in-country governmental and non-governmental organisations as well as national and international experts. In particular, advisory services were given by representatives of Environmental Consultants Kiribati, the Secretariat of the Pacific Regional Environment Programme and United Nations Development Programme (Suva Office). From the collection of a broad range of information and views, the stakeholders have extended the exercise to the allocation of responsibilities and assignments to groups of organisations. These groups, which form the stakeholders’ consultation group, have achieved the compilation of currently available base line information that has provided a comprehensive background to the Strategy. Funding for the work has been generously provided by the United Nations Development Programme as the Implementing Agency for the Global Environmental Facility – Enabling Activities. Leading this important project is the Division of Environment and Conservation of the Ministry of Commerce, Industries and Environment with the continuous and strong support of the NBSAP Steering Committee and the National Environmental Coordinating Committee.

This First Country Report to the Conference of the Parties for Niue is being submitted around the same time as the National Biodiversity Strategy and Action Plan (NBSAP) and 2nd Country Report, to complete the outputs under a UNDP-funded Enabling Activities project. Given its timing it has been decided to format this First Country Report according to the headings used for the ‘Synthesis of Information contained in National Reports... ‘ (UNEP/CBD/COP/4/11/Rev.1). More detailed information is available in the NBSAP.

The GEF-PAS Forest and Protected Area Management in Fiji, Samoa, Vanuatu and Niue has been a five-year project implemented by the Food and Agricultural Organization of the United Nations. The project’s environmental objective is to strengthen biodiversity conservation and reduce forest and land degradation. Its developmental objective is to enhance the sustainable livelihoods of local communities living in and around existing or potential protected areas. The project has worked at the interface of these two objectives in the four countries above with a range of activities structured within six technical components: 1) policy and legal reform; 2) extension and consolidation of the protected area network; 3) strengthening capacity for protected area and community-based conservation management; 4) developing mechanisms for sustainable protected areas financing; 5) sustainable use of biodiversity; and 6) sustainable land management in forest margins. The project has been designed with the objective to assist the countries achieving the Aichi targets of the Convention of Biodiversity and in particular to contribute to the Aichi target to protect at least 17 % of each countries’ terrestrial area.
