Stakeholder challenges in public-private dialogue (PPD) are a contentious issue in the Pacific, particularly for large scale projects such as those financed by the World Bank and the Asian Development Bank. At present, safeguard implementation continues to face issues and challenges across the Pacific with Government agencies displaying weak capacity, inadequate legal frameworks, lack of coordination, and weak enforcement of regulations where they do exist
