As the founding document of a colonial agency, the Canberra Agreement is barely relevant for todays Pacific Community. Over the years, attempts to update it, in ways acceptable to all members, have proved impossible. Ultimately, recent significant developments in the organisation caused members to conclude that it was unnecessary to modify the Canberra Agreement in order to document the current operational policies of the SPC.
