Background Paper Number 2: The Potential for Ecosystem-based Adaptation (EbA) in the Pacific Islands.

This report examines the role of the ecosystem services in reducing the vulnerability of the people of the Pacific Islands to climate change. Specifically, it describes the decision-making frameworks and the current state of knowledge of specific ecosystem-service/development relationships that are relevant to EbA. The primary objective of this work will inform broader recommendations on improving the integration of ecosystems, biodiversity and climate change adaptation under the Biodiversity, Ecosystems and Climate Change in the Pacific - Analysis and Needs Assessment Project(The Project) which is part of a collaboration between the Secretariat for the Pacific Regional Environment Programme (SPREP) and Conservation International and was undertaken from January to July 2011. This report should be considered as a companion volume to the other 3 background reports produced under the Project: Climate Change Adaptation Options for Species and Ecosystems in the Pacific: Background Paper #1; Need Analysis for Information on Ecosystem, Biodiversity and Climate Change Adaptation in the Pacific Islands Countries and Territories; Background Paper #3; Report on the Results Workshop from Nadi, 12-13 May 2011; Background Paper #4. The findings of each of these reports will be synthesized into a single, shorter volume that targets decision-makers in planning, agriculture, environment, fisheries and disaster management institutions in the Pacific. However, the audience for this EbA report (Background Paper #2) is technical staff in these institutions as it explores the next level of detail on EbA potential and practicalities of implementation.

The Helping Islands Adapt workshop was held in Auckland, New Zealand between the 11th and 16th of April 2010 to support regional action against invasive species on islands, in order to preserve biodiversity and adapt to climate change. It arose from decisions under the Convention on Biological Diversity (CBD) relating to invasive alien species and island biodiversity, and was hosted by the Government of New Zealand with support from a number of partner organisations and countries. The workshop focused on four major island regions: the Caribbean, Coral Triangle, Indian Ocean and Pacific, and involved participation by 82 people from 24 countries and territories, and 29 national, regional and international organisations (see participants list in Appendix 5). The workshop was specifically designed to allow for the maximum exchange of experience and support between representatives from diverse island regions working in invasive species management. It also included a field inspection of one of the Department of Conservation‘s invasive species management projects on Rangitoto Island in Auckland‘s Hauraki Gulf. The workshop built on efforts under the Cooperative Islands Initiative, a partnership launched at the World Summit for Sustainable Development and the CBD 6th Conference of the Parties in 2002. Its intended outputs had been agreed by the organiser‘s steering committee and set out as a 'road map‘ that was used to ensure clarity of the workshop‘s intended purpose, outputs and outcomes. An overview of the workshop, its sponsors, participants and conclusions was developed during the workshop and submitted to the 14th ?Subsidiary Body on Scientific Technical and Technological Advice (SBSSTA 14) to the Convention on Biological Diversity (CBD) in Nairobi 10-21 May 2010. That report is provided in full in Appendix 5 to these proceedings.
An overview of introduced predator management in inhabited landscapes

Predators play a critical role in ecosystems; however, when overly abundant, they can disrupt natural processes and cause extinctions of species. In particular, oceanic islands have endured many impacts of introduced mammalian predators. Whereas knowledge and management of introduced mammalian predators on islands is well advanced in natural landscapes, in inhabited landscapes, spanning rural and urban environments, comparatively less is known. We summarise key issues from the natural and social sciences in the management of introduced mammalian predators in inhabited landscapes of Aotearoa–New Zealand. We describe the shift in focus over the past few decades from management of introduced mammalian herbivores to predators in rural environments, and the growth in management of introduced mammalian predators in urban environments, both seeking to emulate conservation gains made in forested landscapes. We discuss the circumstances around companion animal management at the interface of the natural and social sciences. We summarise surveys of attitudes towards introduced mammalian predators, the role of biodiversity comanagement between Ma¯ori and Pakeha, and the importance of also considering non-biodiversity benefits from introduced predator management. We describe the rise of community predator control and large landscape projects aspiring for a ‘Predator Free New Zealand’, and how such an aspiration must be concurrent with habitat restoration. We make recommendations for further research on the basic population biology of predators in inhabited landscapes, and more long-term studies. Such studies should be integrated with examination of the motivations for predator management, as well as the biodiversity and social outcomes of such management. We conclude by remarking that introduced predator management is only one component of a robust national strategy for conservation of native biodiversity in New Zealand.
Beyond Kapiti - A decade of invasive rodent eradications from New Zealand islands.

New Zealand, an archipelago of more than 2000 islands, has a terrestrial fauna especially depauperate in native land mammals. Kiore (Rattus exulans) was the first of four rodent species introduced by people. A project to eradicate invasive rats from Kapiti Island in 1996, represented a turning point in the technology, complexity and scale at which managers of natural heritage on New Zealand islands could operate. This paper includes case studies of some significant projects targeting rodents, sometimes with other introduced mammals, undertaken in the 12 years following Kapiti. Details of the methods, costs, results and outcomes are provided for Kapiti, Whenua Hou, Tuhua, Campbell, Raoul, Hauturu, Taukihepa, and Pomona islands, collectively representing a total of over 23,000 ha of habitat cleared of introduced mammals. Research and trials undertaken in the Kapiti project provided the basis for future environmental risk assessments, allowing other projects to focus on knowledge gaps. New trends in invasive species eradication in New Zealand include more challenging multi-species eradication projects, some of which are undertaken by self- funded community groups. To summarise the lessons of the New Zealand experience: a programmatic approach is recommended which will fit each eradication within a context or framework of goals for those islands; address biosecurity issues at the outset; build capability to attempt the most challenging and rewarding projects; facilitate investment in monitoring and manage expectations of stakeholders to ensure their ongoing support. Success breeds success but is never guaranteed.

The eradication of some introduced pests such as rats, stoats and possums in New Zealand seems increasingly feasible with successful action to date in various cities (e.g. Wellington City) and with the government’s national 2050 predator-free goal. Here we specifically detail the potential benefits of urban rat eradication and find these cover a wide range of topics including a potentially reduced risk of infection from at least seven zoonotic diseases (e.g. leptospirosis, toxoplasmosis, trichinellosis, murine typhus; and three enteric diseases). Other potential benefits include: psychological benefits from increased native bird life in cities; reduced damage to food supplies; reduced rat damage to building insulation and to building walls and roofing; and reduced fires in buildings associated with rat damage. However, there is considerable uncertainty on the size of such impacts and so we outline a tentative research agenda as a first step towards quantification of the likely key public health benefits of rat eradication.
Invasive rats on tropical islands: their population biology and impacts on native species

The three most invasive rat species, black or ship rat Rattus rattus, brown or Norway rats, R. norvegicus and Pacific rat, R. exulans have been incrementally introduced to islands as humans have explored the world’s oceans. They have caused serious deleterious effects through predation and competition, and extinction of many species on tropical islands, many of which are biodiversity hotspots. All three rat species are found in virtually all habitat types, including mangrove and arid shrub land. Black rats tend to dominate the literature but despite this the population biology of invasive rats, particularly Norway rats, is poorly researched on tropical islands. Pacific rats can often exceed population densities of well over 100 rats ha?1 and black rats can attain densities of 119 rats ha?1, which is much higher than recorded on most temperate islands. High densities are possibly due to high recruitment of young although the data to support this are limited. The generally aseasonally warm climate can lead to year-round breeding but can be restricted by either density-dependent effects interacting with resource constraints often due to aridity. Apparent adverse impacts on birds have been well recorded and almost all tropical seabirds and land birds can be affected by rats. On the Pacific islands, black rats have added to declines and extinctions of land birds caused initially by Pacific rats. Rats have likely caused unrecorded extinctions of native species on tropical islands. Further research required on invasive rats on tropical islands includes the drivers of population growth and carrying capacities that result in high densities and how these differ to temperate islands, habitat use of rats in tropical vegetation types and interactions with other tropical species, particularly the reptiles and invertebrates, including crustaceans.
