The Rules of Procedure for the meeting of the Conference of the Parties to the Convention as adopted at the first conference of the Parties apply for the conduct of this meeting. The Rules of Procedure provide that a Chair and Vice Chair of the Meeting be elected from among the representations of the Parties and shall remain in office until their successors are elected at the next Meeting. There are twelve Parties to the Convention, namely: Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, New Zealand, Niue, Papau New Guinea, Solomon Islands, Tonga, Tuvalu, Samoa.
