The COVID-19 pandemic threatens the integrity and prosperity of our Blue Pacific peoples, our communities and our economies. I respect and admire the leadership demonstrated by Members of the Pacific Islands Forum and the global community in their responses to this evolving crisis. Many Forum and other countries have put in place unprecedented measures to protect the health and livelihoods of their people, including major economic stimulus packages.

Faced with sea level rise and the intensification of extreme events, human populations living on the coasts are developing responses to address local situations. A synthesis of the literature on responses to coastal adaptation allows us to highlight different adaptation strategies. Here, we analyze these strategies according to the complexity of their implementation, both institutionally and technically. First, we distinguish two opposing paradigms – fighting against rising sea levels or adapting to new climatic conditions; and second, we observe the level of integrated management of the strategies. This typology allows a distinction between four archetypes with the most commonly associated governance modalities for each. We then underline the need for hybrid approaches and adaptation trajectories over time to take into account local socio-cultural, geographical, and climatic conditions as well as to integrate stakeholders in the design and implementation of responses. We show that dynamic and participatory policies can foster collective learning processes and enable the evolution of social values and behaviors. Finally, adaptation policies rely on knowledge and participatory engagement, multi-scalar governance, policy monitoring, and territorial solidarity. These conditions are especially relevant for densely populated areas that will be confronted with sea level rise, thus for coastal cities in particular.

The Global Register of Introduced and Invasive Species (GRIIS) presents validated and verified checklists (inventories) of introduced (alien) and invasive alien species at the country, territory, and associated island level. Phase 1 of the project focused on developing validated and verified checklists of countries that are Party to the Convention on Biological Diversity (CBD). Phase 2 which is on-going, aims to achieve global coverage including non-party countries and all overseas territories of countries e.g. Netherlands, France and United Kingdom. Species belonging to all Kingdoms are covered as well as occurring in all Environment/systems. Country/ Territory/ Island checklists are reviewed and verified by networks of country or species experts. Verified checklists/ species records as well as those under review are presented on the online GRIIS website (www.griis.org). Individual species records are flagged with a ‘yes’ for verification. Only verified checklists/ species records are presented on the GBIF Portal. This annotated checklist is of introduced (alien) and invasive alien species known to occur in New Caledonia, an Overseas Territory of France. Purpose: The resource will be a support to countries to make progress to achieve Aichi Biodiversity Target 9 -in the development of their National Biodiversity Strategy and Action Plans, their National Invasive Alien Species Strategy and Action Plan, target setting and monitoring.

The Austral-Pacific region has numerous characteristics that make regional coordination on invasive alien species issues particularly important. For example, 98% of its 30 million km2 is ocean; the remaining 2% contains 7500 islands, of which just 500 are inhabited. Many islands in the three subregions - Polynesia, Micronesia and Melanesia - are small and widely scattered. Whereas the ocean once provided a natural barrier against the spread of pests and diseases, the rapid expansion of trade, travel, and transport now make the region particularly vulnerable to the devastating impacts of IAS. Furthermore, Pacific islands share trading routes, partnerships, and regional infrastructure which can increase opportunities for the introduction of IAS. The inhabitants of the Austral-Pacific region, therefore, have a mutual interest in preventing and managing IAS at the point of export and import.

The Secretariat of the Global Invasive Species Programme (GISP) commissioned URS Australia Pty Ltd (URS) on 1 December 2003 to compile and briefly review literature and material available globally on best practice for the management of introduced marine pests. To help achieve this goal, URS consulted with a range of bioinvasion managers and researchers to locate recent published and non-published information from various published, non-published and internet sources.

American Samoa is a group of oceanic islands, which lie about 3,680 km southwest of Hawaiíi and about 2,560 km from the northern tip of New Zealand. It is situated along 14 degrees latitude south of the equator. Its immediate neighbor is Samoa (formerly known as Western Samoa), an independent state 128 km to the west. The total land area of American Samoa is about 200 square kilometers, which is shared by five main islands, namely Tutuila, Tau, Ofu, Olosega, and Aunuu. The climate is tropical humid, with an annual rainfall ranging from 3,175 mm at sea level to more than 7,000 mm on the highest mountain, Lata on Tau island.
