Invasive species management in the Pacific: a review of national plans and current activities

This review was prepared by the Pacific Invasives Initiative (PII) on request from the Pacific Invasives Partnership (PIP). It was undertaken to examine the invasive species management components within the National Biodiversity Strategy and Action Plans of twelve Pacific island countries (PICs): Cook Islands, Fiji, Federated States of Micronesia, Kiribati, Marshall Islands, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga and Vanuatu. The results of the review show that invasive species management is included as a component in eleven National Biodiversity Strategy and Action Plans, Marshall Islands being the only country not to include invasive species management. Five countries have also developed National Invasive Species Action Plans: Federated States of Micronesia (for Kosrae, Pohnpei and Yap), Kiribati (for Kiribati and Line Islands), Marshall Islands, Palau and Samoa; to support their National Biodiversity Strategy Action Plans and to provide a framework for invasive species management

In 2001, the Government of Samoa released the National Biodiversity Strategy and Action Plan (NBSAP) for the conservation and sustainable development of the country's biological resources. The NBSAP identifies invasive alien species (IAS) as being one of the greatest threats to Samoa's biodiversity. The National Invasive Alien Species Implementation Action Plan (NIASIAP) addresses this threat, building on the actions identified in 'Theme 6 - Biosecurity' of the NBSAP, as well as elements of Themes 1, 2, 3 and 7, and pursuing the following objective: To protect Samoa's native biodiversity from the impacts of invasive alien species, through effective border control and quarantine, and the development and implementation of effective eradication and management programs.

Invasive species are one of the greatest threats to Samoa’s natural heritage. In fact the impacts of invasive species are immense, costly and usually irreversible and are being increasingly felt in Samoa. Impacts can range from adversely affecting the productivity and subsequent economic output of primary industry, such as agriculture, forestry and fisheries, to impeding cultural practices and traditions, household food security and sustainable livelihoods, and threatening the integrity and biodiversity of natural ecosystems, including vital ecosystem processes.

The Global Register of Introduced and Invasive Species (GRIIS) presents validated and verified checklists (inventories) of introduced (alien) and invasive alien species at the country, territory, and associated island level. Phase 1 of the project focused on developing validated and verified checklists of countries that are Party to the Convention on Biological Diversity (CBD). Phase 2 which is on-going, aims to achieve global coverage including non-party countries and all overseas territories of countries e.g. Netherlands, France and United Kingdom. Species belonging to all Kingdoms are covered as well as occurring in all Environment/systems. Country/ Territory/ Island checklists are reviewed and verified by networks of country or species experts. Verified checklists/ species records as well as those under review are presented on the online GRIIS website (www.griis.org). Individual species records are flagged with a ‘yes’ for verification. Only verified checklists/ species records are presented on the GBIF Portal. This annotated checklist is of introduced (alien) and invasive alien species known to occur in New Caledonia, an Overseas Territory of France. Purpose: The resource will be a support to countries to make progress to achieve Aichi Biodiversity Target 9 -in the development of their National Biodiversity Strategy and Action Plans, their National Invasive Alien Species Strategy and Action Plan, target setting and monitoring.
