The ecological linkages between water, wetlands and forests represent the intricate interdependence of our ecosystems and our resources. Forests play a pivotal role in the hydrological cycle by affecting rates of transpiration and evaporation, and influencing how water is routed and stored in a watershed. Sea cucumbers are important resources for coastal livelihoods and ecosystems. At least 60 species are fished from more than 40 countries and most of the harvests are processed then exported to Asian markets. Sea cucumbers generally appear to have slow rates of population turnover and are easily harvested in shallow waters in the tropics. With retail prices of up to USD300–500 per kg (dried), exploitation has often been indiscriminant and excessive. Overfishing in recent years has led to local extinction of high-value species in some localities and prompted closures of many national fisheries to allow stocks to recover and to allow more sustainable management plans to be established. Apart from a few developed countries, only a small number of sea cucumber fisheries are currently being managed sustainably.

The Pacific Ocean occupies one-third of the earth’s surface area and almost half of the world’s ocean area. It supports hundreds of millions of people living in Pacific Rim countries and the island nations of the Pacific. It is home to a diversity of plant and animal species within many complex ecosystems and supporting the economies of the Pacific Rim and Pacific countries, as well as globally. It is the engine room for Earth’s climate, as well as being an integral part of the global politics and security. Despite such ecological, economic and social importance, the Pacific Ocean is not being managed sustainably. If anything the Pacific Ocean is under considerable stress from ongoing human activites, according to the Pacific Ocean Scientific Consensus Statement (Annex 1) coordinated by the Centre for Ocean Solutions, which is a partnership between the Monterey Bay Aquarium, the Monterey Bay Aquarium Research Institute (MBARI) and Stanford University

Politicians, scientists and experts are currently debating appropriate ways to adapt to and reduce the impacts of climate change. Responses to climate change have been largely considered from the perspective of building different types of physical infrastructure. This information brief introduces the concept of investing in natural infrastructure – that is, Ecosystem-based Adaptation to climate change – that Pacific Island communities can use to live healthy, culturally rich and secure lives, and governments can support through effective national development planning.
