The guidelines are designed to assist observers to effectively identify, record and report any marine pollution incidents that they may observe. It covers oil spills, other liquid spills, garbage and marine debris. They also assist observers to differentiate between marine pollution and natural phenomena, that are often mistaken for pollution. These include algal blooms, coral spawn slicks, river discharges, seagrass beds, and even concentrations of fish.
