Feasibility assessment of the eradication of ship rats (R.rattus) and kiore (R.exulans) from Palmerston Atoll, Cook Islands

This report assesses the feasibility of eradicating rats from Palmerston Atoll – a small inhabited Atoll located in the Southern Cook Island group. The project was originally requested by the community so has social acceptance and political support. The project is being funded by the New Zealand Ministry of Foreign Affairs and Trade through the Managing Invasive Species for Climate Change Adaptation in the Pacific project. The Department of Conservation are leading the operational planning and delivery of the project, in collaboration with multiple Cook Island partner agencies and the Palmerston Island community. The feasibility study reviews why the eradication is being done; whether it is achievable; sustainable and acceptable; and identifies what the key issues and dependencies are; and proposes the next steps if the project is to proceed. Rats are present on two islands within the Atoll, over a total operational area of 71 hectares. Ship rats and kiore and present on the inhabited island (Palmerston/Home Island), while only kiore are present on Cooks motu. Rats have a significant impact of the livelihoods of the residents on the Atoll, and the elimination of these impacts, in addition to the biodiversity gains eradicating rats will bring, is the driver for the proposed project.

This document covers the operational planning for the eradication of ship rats and kiore from Palmerston Atoll. Kiore are present on two motu (islands) on Palmerston Atoll – Home Island, and Cooks motu; while ship rats are present on Home Island only; thus, the scope of the eradication includes only these two islands for the hand broadcast application of toxic baits. Ensuring rats do not establish on other motus in the Atoll is also critical to the project’s success. Planning and logistical preparations for the project will take place in New Zealand, Rarotonga, and Palmerston Atoll between February and June 2023. The delivery phase of the eradication expected to take place over a 6-8 week field-period on Palmerston Atoll between August and September 2023.

This document reports on the operational ac􀆟vi􀆟es carried out over the field work delivery period of the Palmerston Atoll rat eradication. The purpose of doing this is to retain and build institutional knowledge and learnings for future operations; as well as report on the operational proceedings in the event they need to be referred to in the future. The operational delivery of the eradication was carried out in August and September 2023, with eradication validation monitoring anticipated to occur in March 2024. The project was funded by the New Zealand Ministry of Foreign Affairs and Trade through the Managing Invasive Species for Climate Change Adaptation in the Pacific (MISCCAP) programme. The planning and operational delivery of the eradication project was led by the New Zealand Department of Conservation (DOC), with collaboration and support for fieldwork provided by the Cook Islands’ National Environment Service, Te Ipukarea Society (a Cook Island non-governmental organisation), and the Palmerston Island community. The 6 months’ worth of operational planning for the project is detailed in the Palmerston Atoll Operational Plan (Oyston, 2023), and a feasibility study (Oyston, 2023a) was carried out prior to this in November 2022. The operational plan should be used for reference in conjunction with this document if the reader is unfamiliar with the site and project context.

The PRISMSS team and partners have had a very busy start to 2023, with borders now open and allowing the delivery of in-country operational and technical support in the region. A one-week meeting was held at the PRISMSS headquarters at SPREP, Apia, which brought together the PRISMSS partners and affiliates to discuss key risks, issues, and opportunities for PRISMSS, and share an understanding of partners roles and responsibilities moving forward. With those matters being scrutinized, 2023 is already looking very exciting and we are looking forward to connecting again with the Battlers on the ground to address their priority needs in the invasive species management space.

The need for this guidance document was identified through consultation with National Invasive Species Coordinators (NISC), Pacific Regional Invasive Species Management Support Service (PRISMSS) partners, and other Pacific invasive species management practitioners. This document is a key output under the ‘Managing Invasive Species for Climate Change Adaptation in the Pacific’ (MISCCAP) project. This document was informed by New Zealand’s Department of Conservation (DOC) Island biosecurity best practice: Quarantine guidelines, which aim to protect offshore ecosystems and native species from the negative impact of invasive species on Department of Conservation managed islands.

Welcome to 2022. Your PRISMSS team has continued to progress the development of systems and processes to improve assistance to the Pacific for the five PRISMSS programmes. These systems will allow for streamlined requests and assistance with PRISMSS partners, the storage and retrieval of country specific and programme specific information and allow for analysis at a greater and more beneficial level for countries, PRISMSS and donors. PRISMSS will once again host the upcoming Battler Lounge Session in April. This will focus the Natural Enemies -Natural Solutions Programme and the benefits to climate change adaptation. This will also initiate a process to determine high priority widespread weeds at the regional level to focus on for the development of natural enemy opportunities for the future. Lets look forward to 2022 and the increased opportunities that may come with it.
