The integrated and sustainable management of water resources in small island countries of the Pacific and other regions is vital for the health and social well being of their people, the protection of their environments and the development of their economies. The very limited nature of water resources, the vulnerability of these islands and their resources, including water, to natural disasters, over-exploitation and pollution combined with increasing demands for freshwater due to expanding populations and, in some cases, tourism, industry and agriculture, makes the sustainable management of water resources a very high priority. In reality, there are many issues which currently constrain the achievement of the goal of sustainable water resources management. At the national level, there is often fragmentation in the water sector, inadequate water resources legislation, policy and planning. There is often insufficient local human resources capacity to conduct water resources assessment and monitoring. In many islands, there is insufficient hydrological data available for analysis and water resources planning. Other issues include conflicts related to use of water resources and locations of water supply systems on customary land, problems with designs and implementation of projects, and insufficient community education, awareness & participation. In addition, there are some water resources issues which require further applied research and training in order to better understand them and to disseminate results

The following report contains the results of the scoping studies for three subregional activities investigated under the AFD Regional Initiative for Solid Waste Management in the Pacific Region, Feasibility Study (Component 2, Phase II). The scoping studies included: a school chemicals and disused pesticides/POPs activity in Melanesia; a scrap metal activity in Micronesia; and an oil reuse activity in Polynesia and Melanesia. Each scoping study includes a detailed activity design, cost estimate and proposed methodology and schedule for implementation. The estimated cost of the school chemicals and disused pesticides/POPs activity is AUD532,530 (EUR278,988), over an implementation period of 12 months. The estimated cost of the waste oil reuse activity is AUD794,200 (EUR416,075) over an implementation period of 24 months. The estimated cost of the scrap metal recycling activity is AUD1,397,200 (EUR731,982) over 36 months.

Amidst the unmistakable signs of a changing climate, the global community is just beginning to understand the potential magnitude and severity of its impacts, not just now but for generations to come. Melting glaciers, displaced populations seeking refuge after floods, crops lost during overextensive periods of drought, or entire villages devastated by the implacable force of cyclones and hurricanes, are just some of the stories emerging from different corners of the planet; in particular from the poorest, most vulnerable countries of the world. Emerging evidence indicates that both acute (i.e. extreme weather events) and chronic climate effects (i.e. longer-term changes in the environment) can have serious developmental effects that hit particularly hard those countries that are already experiencing the hardships of poverty and marginalization (IPCC, 2007).

The Mt. Vaea Ecological Restoration Project started in earnest in mid-September 2007, when the Project Management (Conservation International) with the approval of the Implementing Agency, [MNRE, Division of Environment and Conservation (DEC), National Parks and Reserves Section (NPR)], seconded the Project Technical Expert (see TOR appendix A) to initiate and conduct the field work stipulated in the contract. Shortly following, a series of meetings took place which established a core project committee; and identified the key staff, equipment, and materials required; and set a scheduled time frame for the field work to commence.

A preliminary survey of Samoan freshwater macro-faunal biodiversity

Prior to this survey, the island nation of Samoa had not been systematically surveyed for freshwater biodiversity despite the clear role of freshwater and the associated biodiversity in providing essential ecosystem services. This report is beginning to address this gap in knowledge in Samoa by presenting the preliminary results from the first of an anticipated series of freshwater surveys and in-field trainings for Samoa with the target organisms being fishes and macro-crustaceans. A two week initial survey and training in the last fortnight of july (2008) was conducted as a collaborative effort led by Wetlands International-Oceania and the Paris National Museum of Natural History and supported by a range of agencies. Materials developed prior to the training and surveys include catchment maps with inferred catchment integrity, a pictorial training and awareness flashcard book for common fresh and estuarine fished, identification keys for crustaceans and fishes, two lectures and a CD of compiled material relevant to the identification of taxa and management of freshwater system.
