This paper provides a brief examination of capacity development needs for climate change adaptation (CCA) and disaster risk reduction (DRR) in small island developing states (SIDS). It is noted that this is a critical time for SIDS which must contend with ongoing developmental pressures in addition to growing pressures from risks associated with global environmental change and economic liberalisation that threaten their physical and economic security. Much depends in this context on the orientation of SIDS in global economic and political systems. Getting the policies right is proving to be very difficult as SIDS continue to be deficient in a critical mass of intellectual capital, policy coherence, financial resources and qualified personnel that are needed to develop and implement sustainable development policies and projects. In turn, this critically hampers the emergence of adequate systemic capacity. SIDS however have a history of changes at the global and regional levels which not only created constraints but can be seen as a source of new opportunities for building resilience to natural disasters. How effective this process transpires in the end will depend on how well lessons learnt from preceding years are taken on board and effectively acted upon.

It is indeed a privilege to again be given an opportunity to work with you all on the PACC project. We have all contributed to the development of this project and it is my hope that the spirit of community you have shown through out will trickle over to implementation. I look forward to this challenge with great enthusiasm and I pray that we will all work together to ensure that the implementation process is robust in all facets and at the same time deliver tangible benefits to our people and our region.

Reports from the PACC project

This report documents the Cost-Benefit Analysis (CBA) work plans developed as part of the Pacific Adaptation to Climate Change (PACC) project. The objective of these work plans is to guide PIC Government officials to conduct a CBA of their PACC pilot project. PIC Government officials will be supported by regional economists to implement their CBA work plans. PACC CBA work plans were developed at three sub-regional workshops delivered between November 2011 and February 2012. PACC reports

As per the PACC ProDoc, the first six (6) months of the PACC project is considered as the Inception Phase (IP), stretching between April to the end of September 2009. The IP provides an opportunity for the Project Management Office (PMO) to become acquainted with the Project – its agreed strategy, expected outputs and outcomes, the stakeholders, the risks etc. It is also an opportunity for the stakeholders and partners to provide input on the work plan and to confirm implementation arrangements both at the regional and national levels. It also provides an opportunity to finalize any outstanding implementation details and present them to UNDP and SPREP for clearance. The IP also brings new momentum to the project after the relatively quiet period during the project approval process. In addition it includes a review of the ProDoc. Such review is of particular importance in this case due to the very significant time lag between initial project design and actual implementation, i.e. thus there is a need for adaptive management to reflect major changes in the present project environment.
