The first meeting of the Conference of the Parties ( COP I0 to the Framework Convention on Climate Change (FCCC) was held in Berlin from 28 March to 7 April 1995. Senior officals met from 28 March to 4 APril and a ministerial segment took place from 5-7 April. COP I represented a transition for the international climate change process as the new institutions established under the FCCC were formalised and a new process of work was identified. There will in future be annual meetings of the COP, which is empowered to take any necessary decissions in relation to the FCCC. The main focus of attention was the negotiation of a mandate for further strengthening FCCC commitments.
