Abstract
The objectives of this assessment are to: Perform a compliance analysis of the Secretariat of the Pacific Regional Environment Programme (SPREP)'s organization to assess whether its rules and procedures apply standards, which offer guarantees equivalent to internationally accepted standards, using the benchmarks established. The pillars are set out below: An accounting system that enables the correct use of funds to be verified; Independent (external audits); Effective and efficient internal control system; and Transparent procurement system, which is non-discriminatory and exclude conflict of interest. Obtain a basic understanding of the corporate governance and control aspects of the organization of SPREP; and Provide a description of the existing procedures of the organization of SPREP per criterion.
