Waste is a global issue and is increasingly recognized as a major challenge for world communities. Proper waste management is essential for thriving societies, livable cities, and robust economies. In addition to the ongoing waste management issues of mainland countries, Pacific Island countries (PICs) are faced with a unique set of challenges – such as geographic isolation, vulnerability to climate change, high cost of transporting waste, limited availability of suitable land, and a small consumer base.

Samoa 2040 sets Samoa's agenda for economic growth and development over the next 20 years. It identifies a set of potentially transformational opportunities that have the potential to boost incomes, employment and standards of living in Samoa over the longer-term. The Samoa 2040 approach suggests that reform and investment efforts need to be carefully targeted at unlocking opportunities for income growth that have the highest potential given Samoa's unique circumstances. These opportunities lie in four broad focus areas: tourism agriculture and fishing the development of a digital economy and labour mobility. By providing a roadmap to take advantage of these opportunities which will raise economic growth create employment opportunities and generate government revenues - Samoa 2040 aims to ensure that all Samoans have the means and opportunity to pursue a better life and that no one is left behind.

Samoa is an island nation located in the Pacific Ocean, that is made up to nine volcanic islands - two pf which are Savai'i and Upolu. Upolu is the most populated where the capital city Apia is located and Savai'i is the largest of the nine. Samoa is extremely vulnerable to climate change due to its geographic location, status as a Small Island Developing State (SIDS) in the Pacific, and the importance of the natural resources to its main economic sectors of fisheries, agriculture and tourism. Samoa is only responsible for an insignificant proportion of global greenhouse gas (GHG) emissions. Despite this, Samoa is keen to play its part in global climate change mitigation efforts.
