The purpose of the Guiding Framework is to support anyone or any institution planning and implementing invasive species projects or programmes on islands in the Pacific. To this end, this document lists the essential components of a comprehensive and effective invasive species management programme. It has been compiled in consultation with experts and Pacific Island countries and territories, to support them in developing their invasive species work and to guide regional and international agencies. The Guiding Framework has been endorsed by all countries and territories in the Pacific islands region and the metropolitan countries with jurisdictional responsibilities in the Pacific via the Secretariat of the Pacific Regional Environment Programme (SPREP) and Pacific Community (SPC) Meetings.

The clean boats, clean ports framework is a Pacific Regional Invasive Species Management Support Service (PRISMSS) Protect our Islands (POI) initiative to enable countries to better secure international entry ports that are gateways to priority domestic destinations. This Battler Series publication supports the prevention of the spread of invasive species among islands within countries. The document outlines a flexible framework that recognises the diverse situations in Pacific island countries and territories and that capitalises on existing strengths, while highlighting achievable and aspirational targets. This publication is part of a collection of Battler guides on preventing the spread of invasive species in the Pacific region. For an introduction, read the Battler publications Protect our islands with biosecurity and Catch it early: invasive species early detection and rapid response. This guide is targeted for decision-makers prioritising improvements to prevent invasive species arriving, establishing, and spreading, to guide the implementation of targeted enhancements. The guide aligns with many aspects of the regional Guidelines and particularly C1. Biosecurity – Preventing the spread of invasive species across international or internal borders.

Pacific Regional Invasive Species Management Support Service (PRISMSS)

The PRISMSS team and partners have had a very busy start to 2023, with borders now open and allowing the delivery of in-country operational and technical support in the region. A one-week meeting was held at the PRISMSS headquarters at SPREP, Apia, which brought together the PRISMSS partners and affiliates to discuss key risks, issues, and opportunities for PRISMSS, and share an understanding of partners roles and responsibilities moving forward. With those matters being scrutinized, 2023 is already looking very exciting and we are looking forward to connecting again with the Battlers on the ground to address their priority needs in the invasive species management space.

Guidance on preventing the movement of invasive species between islands in Pacific countries and territories

The need for this guidance document was identified through consultation with National Invasive Species Coordinators (NISC), Pacific Regional Invasive Species Management Support Service (PRISMSS) partners, and other Pacific invasive species management practitioners. This document is a key output under the ‘Managing Invasive Species for Climate Change Adaptation in the Pacific’ (MISCCAP) project. This document was informed by New Zealand’s Department of Conservation (DOC) Island biosecurity best practice: Quarantine guidelines, which aim to protect offshore ecosystems and native species from the negative impact of invasive species on Department of Conservation managed islands.

Battler Invasive Species That Threaten Marine Managed Areas

Marine invasive species have received much less attention than terrestrial species worldwide. In the Pacific, the marine environment provides us with a significant part of our diet and income. Marine Managed Areas focus on protecting these important resources for livelihood purposes, biodiversity and ecosystem function, tourism, and many other benefits. Although invasive species management is more difficult in the marine environment, it is not something we can neglect, and the efforts we put in need to increase. This guide seeks to provide some options for this management. Special thanks to Anne Haas, who completed an internship with the SPREP Invasive Species Programme from Yale University in 2015, for completing the literature review and creating the text for this guide.

Seabird Diversity and Biomass Enhance Cross-Ecosystem Nutrient Subsidies

Seabird biomass was particularly important for terrestrial and near-shore subsidies and enhancing fish biomass, while seabird diversity was associated with nutrient subsidies further offshore. The positive effects of diversity were likely driven by high functional complementarity among seabird species in traits related to nutrient storage and provisioning. However, introduced rats and non-native vegetation reduced seabird biomass and diversity, with rats having a stronger effect on biomass and vegetation having a stronger effect on diversity.

Create Sustainable Financing for Invasive Species Management

Sustainable financing is about gaining access to funding in a way that can continue permanently for all the work that needs to be done and, typically, that does not rely on grants. Those involved in conservation or environmental management know how important funding is and how much effort is involved in getting the funding needed for projects and activities. The task of getting money is usually the role of the director or manager of an organisation. In the case of government departments, this responsibility typically lies with the finance manager.

Manage Marine Biosecurity in the Pacific

Invasive marine species are organisms that are introduced to parts of the world where they do not naturally occur and which have negative impacts on people, the environment, or resources. Negative impacts from invasive marine species include outcompeting native species and driving economic impacts, such as through the loss of commercial fisheries or aquaculture harvest. Not all non-native species are ‘invasive’. Non-native marine species can come from many taxonomic groups, such as fish, crabs, oysters, mussels, seaweeds, barnacles, or sponges.

Biological invasions are responsible for tremendous impacts globally, including huge economic losses and management expenditures. Efficiently mitigating this major driver of global change requires the improvement of public awareness and policy regarding its substantial impacts on our socio-ecosystems. One option to contribute to this overall objective is to inform people on the economic costs linked to these impacts; however, until now, a reliable synthesis of invasion costs has never been produced at a global scale. Here, we introduce InvaCost as the most up-to-date, comprehensive, harmonised and robust compilation and description of economic cost estimates associated with biological invasions worldwide. We have developed a systematic, standardised methodology to collect information from peer-reviewed articles and grey literature, while ensuring data validity and method repeatability for further transparent inputs. Our manuscript presents the methodology and tools used to build and populate this living and publicly available database. InvaCost provides an essential basis (2419 cost estimates currently compiled) for worldwide research, management efforts and, ultimately, for datadriven and evidence-based policymaking.
