This report is the second in a series. It aims to document the International Waters Project's achievements, problems and lessons from the perspective of National Coordinators working on the project. This second report (Part 2) documents the thoughts and perspectives of a second set of IWP National Coordinators: those from the Federated States of Micronesia, the Republic of the Marshall Islands, Niue, Papua New Guinea, Palau and the Solomon Islands.

A decade after the cessation of atomic weapons testing by the French in the South Pacific, controversy still exists about the environmental impact and long-term consequences of this program. Current concerns range from the delayed effects the testing program had on the health of the Polynesians who worked on the testing program to the continued presence of radiation at the test sites and other atolls and islands in French Polynesia. To further clarify the possible remaining contamination of neighboring, non-test site atolls, the Medical Foundation collected samples from atolls north/northwest of the test sites to survey for residual radioactive contamination. Background: In 1966, the French Government moved its atomic testing to Moruroa and Fangataufa, two uninhabited atolls, in the Tuamotu Archipelago, after Algeria’s independence from France in 1962 made further testing in the Sahara desert untenable. (1,2) This decision to use these atolls was made despite the objections of the local parliament. (3) These two atolls are approximately 41 kilometers apart and are located in the southeastern part of the Tuamotu chain.

Energy and environmental policies are typically addressed by different departments of government, and by different Directorates General in the case of the European Commission. The result is that policy frameworks, models and values develop in parallel and this in turn can result in diverging policy recommendations, and actions that are often not mutually consistent. An important integrative force in the European Union (EU) has been the creation of the EU Emissions Trading Scheme which links the planets scarcity of assimilative capacity for greenhouse gas emissions directly to the market that shapes decisions by producers and consumers of energy. It is necessary that the intellectual community be untrammelled by such territorial institutional or political considerations, and look at the choices and issues holistically with the focus on the well being of society as a whole. This book is an important contribution in this regard as it sets the stage, addresses the role and potential of emissions trading, and then focuses on more speculative arenas of policy and practice. As such it provides both policy practitioners and the intellectual community with plenty of substance to be informed by, and to argue about.

The broad field of the atmospheric sciences covers a range of disciplines concerned with the properties and processes of the Earth's atmosphere. Their focus varies, from the surface through to the upper layers of the atmosphere. There is great interest not only in the intrinsic qualities of the atmosphere in which humans live, but also in the interaction of that atmosphere with the ground surface, which may be water, soil, plants, ice or snow. There has long been an interest in the effects of the atmosphere on human activities. However, more recently, there has been increased interest in the extent to which human modification of the Earth's surface is changing the nature of the atmosphere. It is apparent, therefore, that study of the atmosphere inevitably involves an understanding of other components of the global environment, specifically the hydrosphere, cryosphere, biosphere, and lithosphere, as will be discussed in more detail later in this chapter.

The purpose of this paper is to provide an overview of the threats of climate change to the economic prosperity of the Forum Island Countries, as requested by Forum Economic Ministers in 2006.
