The Noumea Convention was negotiated under the framework of the United Nations Environment Programme (UNEP) Regional Seas Programme and adopted in 1986. The Convention and its two related Protocols - Protocol for the Prevention of Pollution of the South Pacific Region by Dumping and the Protocol Concerning Cooperation in Combating Pollution Emergencies in the South Pacific Region - entered into force on 22 August, 1990. The 12 Parties to the Convention are Australia, Cook Islands, Federated States of Micronesia, Fiji, France, Republic of the Marshall Islands, Nauru, New Zealand, Papua New Guinea, Samoa, Solomon Islands and United States

The Twenty-eighth SPREP Meeting of Officials (28SM) was held from 19-21 September 2017, in Apia, Samoa. Present at the Meeting were representatives from American Samoa, Australia, Cook Islands, Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, Fiji, France, French Polynesia, Kiribati, Republic of the Marshall Islands, New Caledonia, New Zealand, Niue, Papua New Guinea, Palau, Samoa, Tokelau, Tonga, Tuvalu, United Kingdom, United States and Wallis and Futuna.

The Work Programme and Budget (WP&B) is prepared in accordance with the requirements of the SPREP Financial Regulations and is expressed in USD. The Secretariat proposes a balanced budget of anticipated income and expenditure of USD$19,095,085. The format for the 2016 WP&B is aligned to the priorities of the SPREP Strategic Plan 2011-2015. However, it maintains features of the SPREP budget summary format which lists the budget for each target and links the sources of funding to the core and programme budget components

In this study, we describe the temporal and spatial distribution, age class composition, and reproductive biology of SHS in the Rewa Delta (RD), Fiji. A total of 1054 SHS (including 796 tagged individuals; 101 of which were recaptured) were captured from September 2014 to March 2016 in the RD. A majority of the captures in this area were neonates and young-of-the-year (YOY) (99.8%). Significant seasonality in patterns of occurrence of both neonates and YOY individuals suggests a defined parturition period during the austral summer. Between the seven sampling sites in the RD we also found significant differences in SHS neonate catch per unit of effort, and average total length of individuals. According to the data, the RD is likely to represent an important nursery area for SHS up to one year of age.

These CMS family guidelines on environmental impact assessment for marine noise-generating activities are designed to provide regulators with tailored advice to apply in domestic jurisdictions, as appropriate to create EIA standards between jurisdictions seeking to manage marine noise-generating activities.

The ACP MEAs is an EC-UNEP partnership programme that begun in March 2009 as an initiative of the European Commission to address challenging environmental issues through the implementation of the Multilateral Environmental Agreements (MEAs) in the African, Caribbean, and the Pacific (ACP) regions. The programme is currently in its third phase of implementation, aiming to assist 79 ACP-countries to enforce and comply with MEAs related to biodiversity (CITES, CMS and CBD) and chemicals and waste (BRS and Minamata Conventions) and deal with issues of Ocean/Seas governance.

The Cook Islands signed the Convention on Biological Diversity at the Earth Summit in 1992. As a Party to the Convention, the Cook Islands Government committed itself and its people to conserve its biodiversity, to use it in a sustainable manner, and to share its benefits in an equitable manner. It also committed itself to control invasive species (the weeds and pest animals in natural ecosystems and agricultural systems), and to reduce the likelihood of future invasions.

The SPREP Strategic Plan 2017–2026 builds on the successes and lessons learned in the implementation of the Strategic Plan 2011–2015. SPREP has used these lessons together with an extensive consultation process with Members, partners, and the Secretariat to develop this strategic plan. The plan has also been guided by Member commitments to the strategic directions for the region set out in the Framework for Pacific Regionalism, the priorities defined by the SAMOA Pathway,1 commitments to the Sustainable Development Goals, the Paris Agreement, and other important regional and global commitments. Le Plan stratégique 2017–2026 s’appuie sur les réussites et sur les enseignements tirés de la mise en œuvre du Plan stratégique 2011–2015. Le PROE a associé ces enseignements à un processus de consultation des Membres, des partenaires et du Secrétariat afi n d’élaborer ce nouveau plan stratégique. Le plan a également été guidé par l’engagement pris par les Membres quant aux orientations stratégiques régionales décrites dans le Cadre pour l’intégration régionale du Pacifi que, par les priorités reprises dans le document Samoa, la voie à suivre 1, et par l’engagement envers les Objectifs de développement durable, ainsi que d’autres engagements majeurs régionaux et mondiaux.

The variability of the atmosphere oceans and land surface, on timescales from minutes to centuries, exerts major influence on the population and economy, Extreme weather events, prolonged droughts, floods and other natural weather-related disasters have a financial, social and economic impact on every country.

The purpose of this report is to provide a summary of tagging and nesting information that has been submitted to SPREP for incorporation into the regional Turtle Research and Monitoring Database and System (TREDS). This report also aims to provide information that can be used to assist turtle conservation work carried out in Vanuatu.
