Tonga has made "good and steady progress" towards the Millennium Development Goals (MDGs), as reported in Tonga 1st National Status Report: Millennium Development Goals Today and Tomorrow and summarised . The country has the second lowest incidence of poverty amongst 15 Pacific Island countries, as measured by the Human Poverty Index (HPI) presented in Pacific Human Development Report 1999; and a 2003 participatory assessment of hardship reported that "Most people perceived an improvement in their situation" in the previous five years,3 though this was not to deny the existence of some hardship.

Held exploratory discussions regarding RS/GIS/GPS surveys and training by the Project to provide a database of all properties and associated roof catchments to accurately identify the condition of rainwater harvesting infrastructure assets such as roofing materials, guttering, down-pipes and storage tanks. An asset condition survey of this nature would allow production of engineering specifications and associated bill of quantities to identify the infrastructure refurbishment and replacement opportunities under the EU B-Envelope funding. Subsequent provision and installation of sufficient domestic & community rainwater storage facilities will contribute directly to reducing Nauru's population vulnerability to drought risks.

The objective of the visit to Port Vila was to assess and review planning processes, legislation, and institutional frameworks for institutionalising the integrated coastal management (ICM) planning process and mainstreaming ICM within the Government of Vanuatu national development process. This exercise is required to ensure that ICM is not a project activity only but is incorporated/mainstreamed into the existing planning processes in Vanuatu.
