Angaur is a 8.4 sq. km island located (654' N, 134 09' E) in the southwestern Palau Islands. The island makes up one of the Republic of Palaus 16 states. Angaur has suffered considerable land degradation due to past phosphate mining as well as military action during WWII. Land degradation problems in recent years have been compounded by El NiñoSouthern Oscillation (ENSO) high tides exacerbated by a gradual increase in average sea level attributed to climate change.

Palau National Invasive Species Committee Strategic Action Plan 2013 - 2017

A workshop was held for members and partners of the Palau National Invasive Species Committee (NISC) from March 26-28, 2013, with the purpose of drafting a strategic action plan (SAP). Workshop participants initially carried out a review of the goals and objectives of the previous NISC action plan (2007-10). The goals were then revised, and a new goal, Goal 6, was adopted, to ensure that activities in the plan are adequately resourced. Objectives were drafted for this plan to define the role of the NISC as a coordination and facilitation body, and to provide activities for NISC member and partner agencies. Objectives were prioritized in terms of logical sequence of activities, urgency of need, and those which are clearly within the responsibility of the NISC and its partners; actions were identified for all the objectives. This plan was adopted by the NISC on May 24, 2013.

This document is part of a technical report series on conservation projects funded by the Critical Ecosystem Partnership Fund (CEPF) and the Conservation International Pacific Islands Program (CI-Pacific). The main purpose of this series is to disseminate project findings and successes to a broader audience of conservation professionals in the Pacific, along with interested members of the public and students. The reports are being prepared on an ad-hoc basis as projects are completed and written up. In most cases the reports are composed of two parts, the first part is a detailed technical report on the project which gives details on the methodology used, the results and any recommendations. The second part is a brief project completion report written for the donor and focused on conservation impacts and lessons learned. The CEPF fund in the Polynesia-Micronesia region was launched in September 2008 and will be active until 2013. It is being managed as a partnership between CI Pacific and CEPF. The purpose of the fund is to engage and build the capacity of non-governmental organizations to achieve terrestrial conservation. The total grant envelope is approximately US$6 million, and focuses on three main elements: the prevention, control and eradication of invasive species in key biodiversity areas (KBAs); strengthening the conservation status and management of a prioritized set of 60 KBAs and building the awareness and participation of local leaders and community members in the implementation of threatened species recovery plans.

The Pacific islands of Oceania cover almost 15% of the worlds surface and are characterised by a high degree of ecosystem and species diversity. The region is characterised by thousands of isolated small coral atolls and higher volcanic islands, which has led to the high diversity of species found today. In fact, the number of plants and animals found nowhere else on earth (endemic species) is extremely high - often up to 90% for particular groups. Often, these rare and endemic species are adapted to specialised habitats and limited to small areas of a few islands. With economic and cultural dependence on the natural environment very high in the Pacific islands, along with a rapidly expanding human population, there are ever increasing demands on the regions natural resources. Plant and animal species are therefore vulnerable to extinction from climate change, competition from introduced (invasive) species and human impacts such as habitat destruction, over-harvesting of species and pollution.

In 2002, The Republic of Palau requested assistance from the US Department of Agriculture, Forest Service, Institute of Pacific Islands Forestry, to conduct a survey of invasive plant species of environmental concern. A comprehensive survey of the entire country was conducted and a report of the findings was submitted to the Government of Palau in 20032. This superseded a more cursory survey of the major species of environmental concern conducted in 19983. The present survey was requested as a follow-up to the 2002 survey.

The Republic of Palau requested assistance from the US Department of Agriculture, Forest Service, Institute of Pacific Islands Forestry, to conduct a survey of invasive plant species of environmental concern. A less comprehensive survey was conducted as part of a general survey of the major Micronesian islands in 19982. Similar surveys have been conducted in American Samoa, the Cook Islands, Niue, Samoa and Tonga. The survey was carried out in December 2002 and January 2003. The entire team surveyed the islands of Koror, Ngerkebesang, Malakal, Babeldaob, Angaur, Peleliu and the Rock Islands while Miles and Tiobech surveyed Sonsorol and Hatohobei States. Tiobech, Rengulbai and Terebkul Tellei surveyed Kayangel. Places of present and former habitation and those used by visitors were surveyed in the Rock Islands (Bablomekang, Betikel, Bkul a Chesemiich, Dwight Beach, Ngchelobel, Ngchus, Ngeanges (Neco), Ngercheu (Carp Resort), Ngerchong, Ngeremdiu, Ngermeyaus, Ngidech and Ulong).

The purpose of the National Invasive Species Strategy is to minimize the harmful effects of invasive species on the environment and society of Palau through coordination of efforts at all levels of Palauan society, and to facilitate cooperation with neighboring countries and the Pacific Islands region to prevent the movement of invasive species.
