In 2005 the Pacific Leaders endorsed the Pacific Islands Framework for Action on Climate Change (PIFACC) 2006 to 2015. The Framework’s vision is “Pacific island people, their livelihoods and the environment resilient to the risks and impacts of climate change”. This second edition maintains the vision and goal of PIFACC but considers advances in understanding of climate change issues, developments in the global and regional climate change architecture, and the experiences of Pacific Island Countries and Territories, Pacific Regional Organizations, donors and other development partners, in implementing climate change programs since endorsement of the original edition of this Framework.

The Regional Preparatory Meeting for the 10th Conference of Parties to the United Nations Convention for Combating Desertification (UNCCD) was held in Nadi, Fiji from 29 August to 2 September, 2011, was attended by 12 Pacific Island Parties to the Convention and TimorLeste, partners, donors and non-governmental organizations from the region

To provide an opportunity for PICs and partners to discuss and reach a consensus on common positions x Enhance negotiation skills of country delegates to prepare them for negotiations on priority issues at COP 10 x Develop a Strategy for effective participation and successful attainment of PIC positions at COP 10. x Strengthen negotiating positions. x Apply a One Pacific Voice at COP10 through side events and exhibitions showcasing success stories and sustainable land management (SLM) products from the Pacific and to highlight Pacific challenges and gaps in SLM x Coordinate and deliver joint support from key regional organizations and partners to assist Pacific Island Countries at COP10

The 22nd SPREP Meeting (22SM) was convened in Apia, Samoa from 13 to 15 September 2011. Representatives of the following SPREP countries and territories attended: American Samoa, Australia, Cook Islands, Federated States of Micronesia, France, French Polynesia, Marshall Islands, Nauru, New Caledonia, New Zealand, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, United States of America and Vanuatu.   Ministers from French Polynesia, Solomon Islands and Vanuatu were present. Observers from a range of regional, international and non?governmental organisations (NGOs) also attended.   A list of participants is attached as Annex 1.  

In 2009 following discussions with participants at the Nature Conservation Roundtable held in Solomon Islands, a draft framework for implementing the International Year of Biodiversity (IYOB) in the Pacific was circulated regionally for comment and input. Member countries and territories then endorsed the framework at the 20th SPREP Meeting held in Apia in 2009 and committed to taking action to observe a Pacific focused IYOB during 2010–2011. In February 2010 the Pacific islands region swung into action to celebrate the Pacific Year of Biodiversity (PYOB).

This Plan meets the obligations of the Government of Tuvalu under the Protocol Concerning Cooperation in Combating Pollution Emergencies in the South Pacific Region (Noumea Pollution Protocol) of the Convention for the Protection of the Natural Resources and Environment of the South Pacific Region (Noumea Convention). It also meets obligations under the International Convention on Oil Pollution Response, Preparedness and Cooperation 1990 (OPRC 90).

The Government of the Cook Islands has developed this National Spill Contingency Plan (NATPLAN) as part of its commitment to protecting our valuable natural resources and environment from the threat of pollution incidents. NATPLAN has been developed to reflect the essential steps necessary to initiate, conduct and terminate an emergency spill response on, or into the navigable waters of the Cook Islands, on the adjoining shorelines, the waters of the contiguous zone or into waters of the exclusive economic zone.
